СПЕЦИФИКА СУБЪЕКТНОГО СОСТАВА И ДОГОВОРНЫХ ОТНОШЕНИЙ В ЭКОСИСТЕМЕ УМНЫХ ГОРОДОВ: ПРАВОВОЙ АНАЛИЗ НА ПРИМЕРЕ РЕСПУБЛИКИ УЗБЕКИСТАН

В статье анализируются особенности субъектного состава и договорных отношений в умных городах Узбекистана в условиях цифровой трансформации городской среды. Правовой статус ключевых участников – государственных операторов цифровой инфраструктуры, иностранных инвесторов, институтов махалли и инновационных компаний – имеет специфический характер, обусловленный национальной правовой системой и социальной организацией общества. Договорные отношения отличаются высокой степенью комплексности и требуют разработки новых правовых конструкций для регулирования прав на городские данные, распределения рисков и обеспечения гибкости в условиях стремительного технологического развития. Интеграция традиционных институтов махалли в современную цифровую экосистему формирует уникальную модель умного города, сочетающую технологические инновации с устойчивыми социальными практиками. Для развития инклюзивной инновационной экосистемы необходима дальнейшая модернизация законодательства в сферах государственных закупок, интеллектуальной собственности и экспериментальных правовых режимов.
